Your first stop when diagnosing problems should be EA’s help page for FIFA 23. This will help you with not only server notices, but also contains FAQs on different things related to the game.
Assuming that doesn’t give any information, you can always check the @EAHelp Twitter account, which should be very informative on known issues.
Finally, it’s off to trusty Downdetector. Assuming neither of these previous sources have anything to tell, Downdetector might give a different story seeing as it runs off of reports of players like you and not official sources. There are two related places to check in this situation. First would obviously be Downdector for FIFA, and then the Downdetector page for EA.

Similarly, Downdector for FIFA reaches 381 reports in the last hour, and the Downdector EA page reached 1,162 reports.
